Actually, the picture that says Justinian over it is probably a picture of Theodoric, because it was probably made when the other mosaics in that room were made–while Ravenna was ruled by Theodoric and at war with Justinian. Also, he’s wearing a Langobardian crown. The Romans either added the mosaic to the church after conquering the city (unlikely, since it matches the style of the other mosaics), or added the word “Justinian” to it to avoid having to tear it down.

    • Er, my mistake. There is disagreement about whom it’s a picture of, but the church was dedicated after the Roman had retaken the city. (And I should have said it was a Lombard crown.)
